Even a young bird is capable of biting painfully. The fact that this one doesn't means that he mostly curious about you, and possibly playful.
But even the best bird sometimes gets carried away. If the bird starts applying too much pressure, break off the play time and say "No" in a loud, firm voice. He'll probably get the idea very quickly; birds will snap at each other if preened too roughly in much the same way.
