Be patient and be consistent, and like Bruce says, keep the sessions short. Try this when the house is quiet and you're not rushed. You and the bird should be relaxed. Make this part of your nightly routine, if you can.
Depending on what you're offering him, you could withhold this particular treat for only those training times. Of course, if you're using a piece of regular food, that wouldn't work.
Another tip would be to remove food cups overnight and do this first thing in the morning. Perhaps a good quiet time might be before you uncover your other birds. If he's a little hungry your chances of getting him to step onto your hand would be better. After the 10 minutes or so, be sure to give him his food cups.
If I am holding one of my bird's toys in the palm of my hand, with my thumb closest to where the bird is perched on his cage, my nanday will step onto my thumb and use the palm of my hand as a shelf or holder for the toy. My bird will stay there and rub its face on the toy and be perfectly happy there perched on my thumb. I can put treat there and my bird will step onto my thumb to use my palm as a feeding surface too.
