Unfortunatly that's NOT a reliable way to sex a bird. as Richard said the only true method is DNA or surgucally sexing or if it lays an egg

Some breeders I have known that breed lovebirds say that they can do the feeling of the pelvic bone or see how it sits on the perch and the roundness of the head and get it right a great number of times.
 However They have been breeding MANY years and KNOW what one feels like compared to the other and what they sit like and what their heads look like and they have seen and felt MANY seen many etc.

I am guessing by your message that's not the case in your situation and so I would question the reliability if one has not had experience with feeling a male and feeling a female thats actually been tested and this way have a comparison. Again this is NOT reliable. All birds are built different.

Unless you are really curious or you plan on breeding and then that's a whole section of learning to be done there I have never worried what sex any of the birds were.

If you really have to know for sure you can have a DNA done by a vet or sending it off yourself by going to one of the testing sites and having the paperwork and collection supplies sent to you

There is a list at http://www.birdsnways.com/ that lists the many places you can have this done
