My Nanday Rascal has the same problem. When Rascal is in the cage she is very nasty I think it has somthing to do with Territory protection.  When she is out on her perch she is much more friendly. If you have your cage up high that makes a bird very dominant you could try lowereing the cage and any perches you have keep the bird lower than your heart and it brings the bird down to your level wing cliping also helps quite a bit.  But mostly it takes a lot of time It took my Nanday almost 1 full year before she calmed down.  Just don't give up and keep trying.  One more thing if you can try to ignore the bites i know that they break the skin but if the bird does not get a reaction It may quit biting as much
