When my nandays are feeding babies, both of them feed. The dad does not help the mom incubate the eggs, but once they hatch he'll go in the nestbox and feed Mom and babies. When the babies are big enough to climb out, they can beg either of the parents for food. Dad feeds just as well as mom.
Babies will often lock beaks and pump, but this is not really feeding or sexual in nature. Well, maybe a little bit of both, but mostly done in play. It's a game, to practice all the behaviors they'll use later in life.
In male/female pairs it is usualy the male who feeds the female. I say, usualy, because there are exceptions to everything. Two males or two females may pairbond if there are no other mates. In this case, either one will assume the male behavior role in feeding and mating with the partner, or they will alternate.
