There is a proposed ban in Pennsylvania, and to be honest, I don't know what the status is of this proposed bill.
However, they are considered to be an agricultural pest, because they eat grains, corn, etc. and ruin the farmers crops.
Personally, I think it's ridiculous to want to ban this wonderful, loving, little bird. In fact, I don't even agree with banning any type of bird, breed of dog, etc. because it doesn't solve the problem, it only costs more money for taxpayers, and it causes harm for the animals themselves.
